Key selection facts

  • Up to 5 recommendations may be issued per intake period.
  • The intake can close early once 7 applications have been received.
  • Most NOCs are limited to 1 recommendation per month and 2 per calendar year, with published exceptions.
  • Incomplete applications are not considered and may lose their place in the intake.

How the process works

1

Confirm the employer and occupation

The employer must be designated and the job must fit the community’s published priority sector and occupation rules.

2

Prepare a complete recommendation package

The employer submits the recommendation application during a published monthly intake. Missing or expired documents can cause the package to be returned.

3

Submit early in the intake window

The process is first come, first served and the window can close before the 15th once the application cap is reached.

4

Wait for community review

The community reviews applications after the intake period and may request an interview before deciding whether to issue a recommendation certificate.

Practical application tips

Have every candidate document checked before the portal opens.
Do not rely only on the monthly closing date because the 7-application cap can close intake earlier.
Check occupation-specific annual limits before preparing the submission.
Community recommendation does not guarantee permanent residence. IRCC makes the final decision, and community intake rules can change without notice.
